9. TWELFTH RESOLUTION TO ACQUIRE AN ELEMENTARY SCHOOL SITE IN NORTH PORT
Description
On October 5, 2010, the Board approved the First Resolution, authorizing the acquisition of numerous small parcels for a future elementary school in North Port.  This Twelfth Resolution approves the tenth batch of contracts for this acquisition.

Recommendation
That the School Board approve the Twelfth Resolution of the School Board of Sarasota County, Florida, RE: Acquisition of Property for a Future Elementary School in North Port, Florida.

10. APPROVAL OF 2011-2016 FIVE YEAR EDUCATIONAL PLANT SURVEY
Description
In 2005 the Florida Department of Education approved the district's 2005-10 Five Year Educational Plant Survey.  Florida Statute 1010.31(1) mandates that at least every five years, a new survey be conducted and submitted to the Department of Education, Office of Educational Facilities, for review and validation.  The new 2011-2016 Five Year Educational Plant Survey has been completed and is ready to be submitted for review and validation.

Recommendation
That the School Board of Sarasota County, Florida, approve the electronic submittal of the 2011-2016 Five Year Educational Plant Survey to the Florida Department of Education, Office of Educational Facilities for review and validation.

11. APPROVAL OF UTILITY EASEMENT FOR SARASOTA COUNTY
Description
As part of the Phillippi Creek Sewer Plan Project, Sarasota County needs to install a below-ground air release valve on the north side of Riverview High campus fronting Proctor Road.  In order to proceed with the project, a utility easement from the School Board is needed.

Recommendation
That the School Board of Sarasota County, Florida, approve the utility easement on the Riverview High campus for Sarasota County, as presented.

12. AUTHORIZATION FOR PROVISION OF LEGAL SERVICES
Description
School Board employee Barbara Brannen has been sued by former School Board employee Karin Ehlers for matters arising out of the termination of Ms. Ehlers' employment with the School Board.  Section 1012.26, Florida Statutes, authorizes the School Board to provide legal services to an employee when she is sued for actions arising out of and in the course of her assigned duties.  The claim against Ms. Brannen arise out of the performance of her duties and her participation in the decisions which led to Ms. Ehlers' employment being terminated.

Recommendation
That the School Board authorize its general counsel, Matthews Eastmoore, to represent School Board employee Barbara Brannen in the case of Ehlers v. Brannen, Case No. 2011 SC 003141NC, at School Board expense.

AGREEMENTS/CONTRACTS

13. ADDENDUM TO THE AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND CHILDREN FIRST, INC. TO PROVIDE EXTENDED SCHOOL YEAR SERVICES FOR ESE PRE-K STUDENTS
Description

This addendum will provide extended school year services for eligible ESE students attending Children First, Inc. for June and July 2011.

19. APPROVAL OF AGREEMENT FOR SERVICES BY THE SCHOOL BOARD OF SEMINOLE COUNTY, FLORIDA, FOR TITLE I SUPPORT AND TECHNICAL ASSISTANCE
Description
This agreement details the relationship and responsibilities between the School Board of Sarasota County and the School Board of Seminole County for support and technical assistance regarding Title I and other ESEA programs.

20. APPROVAL OF AGREEMENT FOR SCHOOL RESOURCE OFFICER PROGRAM BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND THE CITY OF NORTH PORT
Description

This is an agreement between the School Board of Sarasota County, Florida, and the City of North Port for the School Resource Officer Program in South Sarasota County.



Recommendation
That the agreement for the School Resource Officer Program between the School Board of Sarasota County and the City of North Port for $237,789.30, be approved as presented.

21. AMENDMENT OF THE CONTRACT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND POSITIVE BEHAVIOR INTERVENTIONS, INC.
Description

Positive Behavior Interventions, Inc. has provided Board Certified Behavior Analyst to assist teams of severe social/emotional behavioral disordered students in developing and analyzing a plan to implement instructional programs.



Recommendation
That the addendum to the contract for behavioral intervention services between the School Board of Sarasota County, Florida, and Behavioral Interventions, Inc. in the amount of $60,000.00, be approved as presented.

22. APPROVAL OF THE STATE COLLEGE OF FLORIDA ARTICULATION AGREEMENT 2011-2012
Description
This is to approve the Articulation Agreement 2011-2012 between the School Board of Sarasota County and State College of Florida.

23. APPROVAL OF THE SECOND CONTRACT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND FERN TAVALIN, PROJECT MANAGER AND EVALUATOR
Description

Dr. Fern Tavalin is currently under contract as an external project manager for the Teaching American History Grant (TAH).  The district is seeking to hire Dr. Fern Tavalin as the external evaluator for the National Endowment for the Arts (NEA) grant.  The sum of this contract is $525.00 and will bring the total of the two contracts to $60,125 for the 2010-11 school year.



Recommendation

That the School Board approves the second contract with Fern Tavalin in the amount of $525.00.



24. APPROVAL OF AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND BIG BROTHERS BIG SISTERS OF THE SUN COAST, INC.
Description
The purpose of this agreement is to delineate the relationship and responsibilities shared by the School Board of Sarasota County and the Big Brothers Big Sisters of the Sun Coast, Inc., (BBBSSC) for the services of a Drop Out Prevention Manager at the 5 district high schools.

Recommendation
That the agreement between Big Brothers Big Sisters of the Sun Coast, Inc., and the School Board of Sarasota County be approved as presented.

25. AGREEMENT BETWEEN BIG BROTHERS BIG SISTERS OF THE SUN COAST, INC., AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description
This agreement between Big Brothers Big Sisters of the Sun Coast, Inc., and the School Board of Sarasota County is to define the shared responsibilities regarding school based mentoring services provided to at-risk youth by the Mentor Managers (job description attached) who will provide specific services to students enrolled in the Performance Based Diploma Program in Sarasota County high schools.

Recommendation
That the agreement between Big Brothers Big Sisters of the Sun Coast, Inc., and the School Board of Sarasota County to provide mentor management services be approved as presented.

26. APPROVAL OF THE AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND STEVEN R. NEWMAN, M.D., P.A. (DR. NEWMAN)
Description

Dr. Newman is a licensed medical physician and the School Board is in need of a licensed medical physician to serve as Medical Director of the Paramedic and Emergency Medical Technical Training Program at the Sarasota County Technical Institute. This Agreement is made for the purpose of contracting with Dr. Newman to serve as director of the Emergency Medical Service program at the Sarasota County Technical Institute. 

As full compensation to Dr. Newman for services rendered as Medical Director under this agreement, the School Board shall pay Dr. Newman the sum of $19,144.38, which shall be paid in 12 equal monthly installments.  The School Board will provide an administrative assistant to assist Dr. Newman in meeting the needs of the training center.  The administrative assistant will be a part-time employee of the School Board, but will be directly accountable to Dr. Newman and Dr. Newman shall the right to select the person who will serve as administrative assistant.  The School Board shall pay the administrative assistant $21,854.46 in twelve equal monthly installments.  No other benefits will be provided other than this compensation.



Recommendation
That the Agreement for Medical Director of Emergency Medical Service Program at Sarasota County Technical Institute be approved.

27. APPROVAL OF THE COLLABORATIVE AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA AND THE LITERACY COUNCIL OF SARASOTA, INC.
Description
The Literacy Council of Sarasota will provide appropriately-trained tutors for services for Adult Basic Education students at SCTI Newtown campus.  This Agreement shall commence on May 1, 2011 and end on June 30, 2012.

Recommendation
That the Collaborative Agreement between the School Board of Sarasota County, Florida, and the Literacy Council of Sarasota, Inc. be approved.

28. APPROVAL OF THE FINANCIAL CONTRACT BETWEEN THE SCHOOL BOARD OF SARASOTA AND THE BOYS AND GIRLS CLUB (NORTH)
Description
This contract is to pay for services provided for 21st CCLC summer programs at Alta Vista Elementary School, Emma E. Booker Elementary School, and Gocio Elementary School June 13, 2011 through June 30, 2011. Contracted amount includes salaries, program supplies, and field trip expenses.

Recommendation

GRANTS

29. APPROVAL OF THE SARASOTA GROWS GREEN ROOFS PROPOSAL TO THE ENVIRONMENTAL PROTECTION AGENCY FOR ALL SARASOTA COUNTY PUBLIC SCHOOLS
Description
COMPETITIVE: Grant funds of $86,752 will be used to provide training to science teachers at all Sarasota public schools on green roofs and their environmental benefits, as well as to purchase materials for a sample green roof module for each school for student-led, inquiry-based experiments.

Recommendation
That the School Board of Sarasota approve the Sarasota Grows Green Roofs proposal.

30. APPROVAL OF THE SEDNET PROJECT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description

ENTITLEMENT: Grant funds of $128,000 will be used to improve the range and quality of programs for emotionally and behaviorally disabled and at-risk students through the SED Network, serving Sarasota, Manatee and Desoto Counties.



Recommendation
That the School Board of Sarasota County approve the SEDNET Project application.

31. APPROVAL OF THE VENICE MIDDLE SCHOOL RUNNING PROGRAM PROPOSAL TO THE ING RUN FOR SOMETHING BETTER PROGRAM
Description
COMPETITIVE:  Grant funds of $2,500 will help establish the Venice Middle School Running Program to improve students' endurance, strength, and interest in staying physically fit.

Recommendation
That the School Board of Sarasota County approve the Venice Middle School Running Program proposal.

FIELD TRIPS

32. APPROVAL OF THE VENICE HIGH SCHOOL VARSITY BOYS BASKETBALL TEAM FIELD TRIP TO BIRMINGHAM, ALABAMA, ON DECEMBER 20, 2011 THROUGH DECEMBER 23, 2011
Description
Students on the Venice High School Varsity Boys Basketball team will be participating in the 2011 Mountain Brook Medical Properties Trust Holiday Tournament.  This tournament will take place over the holiday break.

Recommendation
That the Venice High School Varsity Boys Basketball Team field trip to Birmingham, Alabama, on December 20, 2011 through December 23, 2011, be approved.

33. APPROVAL OF THE NORTH PORT HIGH SCHOOL FCCLA FIELD TRIP TO ANAHEIM, CALIFORNIA, ON JULY 9, 2011 THROUGH JULY 14, 2011
Description

Three student members of the Family, Career and Community Leaders of America (FCCLA) have been selected to attend the National Leadership Conference.  The FCCLA is the appropriate career and technical student organization for providing leadership training and reinforcing specific career and technical skills in Family and Consumer Science classes. 



Recommendation
That the North Port High School FCCLA field trip to Anaheim, California, on July 9, 2011 through July 14, 2011, be approved.

34. APPROVAL OF WOODLAND MIDDLE SCHOOL'S FCCLA NATIONAL LEADERSHIP CONFERENCE TO ANAHEIM, CALIFORNIA
Description

FCCLA (Family, Career and Community Leaders of America) is the appropriate career and technical student organization for providing leadership and reinforcing specific career and technical skills in Family and Consumer Science classes.  Career and Technical Student Organizations provide activities for students as an integral part of the instruction offered.  The activities of such organizations are defined as part of the curriculum in accordance with Rule 6A-6.065, F.A.C.



Recommendation
That Woodland Middle School's FCCLA National Leadership Conference to Anaheim, California, on July 9, 2011 through July 14, 2011, be approved.

EXPULSIONS

35. APPROVAL OF EXPULSION CASE NO. 11-481
Description
On the student listed in Expulsion Case No. 11-481, violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 15, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of  a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case 11-481, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2010-2011 academic year, the 2011 summer session, and the entire 2011-2012 academic year.

Description

40. APPROVAL OF EXPULSION CASE NO. 11-159
Description
Board Policy 5.34(4), permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student has been withdrawn from the alternative program and the expulsion reinstated.

Description
The reason for the amendment is to correct the name on the lease documents from the School "District" of Sarasota County, Florida, to the School "Board" of Sarasota County, Florida, and to change the payment methodology between Hewlett Packard (vendor) and Hewlett Packard Financial Services (lessor) to receive periodic monthly payments for delivered products rather than a lump sum amount after all products have been delivered.  None of the amendments result in changes to the amount of the lease, the payment terms, interest rate, length of lease term, or the lease payments.

Description
The new job description for Program Director is presented to the Board for approval.  The purpose of the Program Director is to support specific District programs.  The program directly serves students and requires a person to directly supervise employees in a dedicated facility.  The program serves smaller student populations, usually less than 250 students, which have specific needs.  The program director is an administrative position that is very similar in scope to a principal's job.

61. APPROVAL OF THE INSTRUCTIONAL AND CLASSIFIED BARGAINING AGREEMENTS AND 2011 - 2012 SALARY SCHEDULES
Description

Bargaining teams for the School Board and SC/TA reached tentative agreement on these proposed changes to contract language and salary earlier this month. The memberships of the Association are in the process of ratifying the proposed agreements now.

The proposed salary schedules for 2011-2012 reflect no changes except for a few increases to hourly rates to comply with the Florida minimum hourly wage of $7.31.

The parties agree to re-open salary negotiations for the 2011-2012 school year should any of the following conditions be met:

1. This Agreement is subject to salary and benefit reopeners for the 2012-2013 and 2013-2014 school years.

2. Contract language can only be reopened for negotiation if mutually agreed to by the parties.



Recommendation
That the changes in language of both the Instructional Collective Bargaining Agreement and the Classified Collective Bargaining Agreement with the Sarasota Classified/Teachers Association, as displayed in the enclosure, and the following salary schedules, be approved as presented. This purchase is for the replacement of projectors that through comprehensive evaluation have reached their end of life and fallen below the minimum acceptance standards for instructional purposes.  Through an inclusive evaluation process, the BenQ projector was the clear choice by teachers and evaluators for its superior image brightness, color, and clarity along with a full 4-year warranty, higher rated lamp life, and less required maintenance.  These purchases will be made under the auspices of the School Board of Sarasota County audio visual bid.  Funds for this purchase can only be used for Capital items and are contained in this year's Information Technology Capital Budget (9020).

67. APPROVAL OF AGREEMENT WITH MICROSOFT FOR ENTERPRISE PURCHASES THROUGH CDW GOVERNMENT
Description

The Agreement provides the district with a licensing agreement for all Microsoft enterprise products at substantial discounts over the next 3 years.  This will enable the district to purchase software, obtain renewals and upgrades all-inclusive. 

Microsoft has developed a revised licensing structure for districts at a much lower cost based on faculty, staff and students FTE district-wide regardless of the number of computers.
